Gambling Regulation

Gambling in Kazakhstan is fully legal in special zones under certain circumstances. An extensive legal framework was created with the introduction of the Law of the Republic of Kazakhstan No. 219 from 12 January 2007 and later on the Law On Lotteries and Lotteries Activities from 2016 and its later amendments from 2018. As a result, all land-based gambling became legal, whereas online gambling remains prohibited. The only exceptions to this rule are lottery and bingo. The legal age for gambling in the country is 21. There are several bodies responsible for the regulation of gambling activities as it stands, and these are divided up into zones. Since 2007, legal casinos can be opened only in two special zones in Kazakhstan – Kapshagay, and Schuchinsk. In 2020, it was reported that the government is considering adding three new gambling zones to the country but this has not materialized yet.

Online gambling in Kazakhstan has not really been regulated up till now. Only local online casinos are prohibited but international online casinos can still be accessed without any issues. The government has not taken any steps to block these casino sites or to prosecute any citizens playing there.
