Liberia – Online Casinos & Gambling Regulations
Liberia is officially called the Republic of Liberia and is a country on the west coast of Africa, bordered by Sierra Leone, Guinea, Côte d'Ivoire, and the Atlantic Ocean. The relatively small nation is estimated to be home to 3,500,000 people and covers 111,369 square kilometers of land. It was founded as a colony in 1822 by freed slaves from the United States, but the area was already inhabited by various indigenous ethnic groups that had occupied the region for centuries. In 1980, the government was overturned in a military coup, and from 1989 to 2005, Liberia witnessed two civil wars. This resulted in the displacement of hundreds of thousands of people and devastated the country's economy. Let’s look at the gambling situation in the country…
More information about Liberia – Online Casinos & Gambling Regulations
As Liberia is one of the few African countries where gambling is completely legal, you won’t have a hard time finding a good casino. At least this is true if you are in the capital city, where the bigger gambling establishments are located. Basically, you have the choice between two flagship casinos called Casino Palm Spring and Ocean Casino Monrovia. There are some smaller casinos as well, but they can’t really compete when it comes to the level of service and casino game selection.
If you are looking to play online your only option is to try foreign-based online casinos. This is due to the fact, that although online gambling is legal in the country, the government has not yet issued any licenses to online casino operators. Currently, gambling at international online casinos is tolerated by the government. Be sure to bear the following in mind:
- Check the jurisdiction of the online casino
- Does the casino accept players from Liberia?
- Do you have access to the accepted payment methods?
- Is the casino properly licensed to ensure fair gaming?
- The minimum age for gambling in Liberia is 18

The history of legal gambling in Liberia began in 1982. During military rule, the National Lottery Authority (NLA) was first established. Its activities shut down in 1990 due to the civil war. It was reopened about three years later but not much happened at first as the situation in the country was still unstable. In 2016, the “Gaming Regulation 001” was passed and this opened the doors for regulated gambling in the country. In the following years, the lottery was revitalized and many casinos were opened. To open a casino, a license has to be acquired first. Furthermore, it is only possible to open a casino in preapproved locations, and if all financial and technical requirements are fully met. Right now, casino licenses have to be renewed on a yearly basis.
Liberia is one of the first countries in Africa to fully legalize and regulate gambling. Even online gambling is officially legal in the country. Efforts have been made to create the infrastructure for state-backed online casinos with the help of a company called Starnet. But, so far, this has been without any success. Until now, no foreign-based casino operators applied for a license in the country. The situation is similar on a national level. In theory, international casinos are not allowed to target players from Liberia but the government doesn’t interfere with it either. Local players are not facing prosecution for playing at foreign-based online casinos and no casino sites have been blocked in the country either. As a result, many international online casinos still accept Liberian players.
The localization of online casinos for the Liberian market is not a big issue. Almost all of them offer English as a site language and English-speaking customer support. Since this is the official language of Liberia, most players will be comfortable playing there. You will be able to deposit with all major credit cards, wire transfers, eWallets, and even cryptocurrencies like Bitcoin on occasion. Many bonus offers and promotions extend to the international market and can, therefore, be claimed from within Liberia without any issues.
All land-based casinos accept the Liberian dollar. It is also possible to exchange foreign currencies at the cashier of some of the bigger gambling establishments. Although most online casinos support various different currencies, it’s unlikely that you’ll see Liberian dollars on that list. At this point, we are not aware of any sites supporting this currency. However, this might change in the future if the government finally licenses local online casinos. Making a deposit in foreign-based online casinos is still quite easy, though, as all currency conversion is taken care of by third parties. You should be aware that you might be charged a small conversion fee.
Currently, there are two major casinos in the Liberian territory. Both of them are located in the capital. One of them is the Casino Palm Spring in Monrovia. It features many slot machines and plenty of gaming tables, featuring games such as roulette, casino poker, and blackjack. The other one is the Ocean Casino Monrovia. The variety of games in this gambling establishment is a bit better as they also offer different poker variants like Texas hold’em and stud poker. On top of that, they are known for a good selection of jackpot games being available.
Additionally, there are several smaller establishments that are commonly attached to international hotels. One example would be the Mamba Point Hotel Monrovia. However, we have to point out that the game selection is not as good as in the two flagship casinos of the country.
As previously mentioned, there are no online casinos located or licensed in the country yet. But this could change in the near future, as legislation is in place to support this development. For now, players can freely sign up at international online casinos. Most commonly, these types of online casinos are based and regulated in Malta, Curaçao, Gibraltar, or Kahnawake.
