Paraguay suffered from many hardships after gaining its independence from Spain in 1811. This includes the six-year war and several disputes with Argentina and Brazil where they lost about 25 percent of their land. In 1993, a positive change was on the horizon as the first democratic elections were held in the country. In an effort to boost the devastated economy, the government passed the so-called Law No. 1016 and established the “Comisión Nacional de Juegos de Azar” (CONAJZAR) – The National Commission of Games of Chance.
