However, you need to keep a few important things in mind when doing your research on where to go. Casinos are only legal in certain regions of the country. We recommend visiting Asunción as most high-class casinos are situated there. Good alternatives are Alto Paraná, Cordillera, and San Pedro. The minimum age to enter a casino is 18.

Gambling Regulation – Comisión Nacional de Juegos de Azar

Paraguay suffered from many hardships after gaining its independence from Spain in 1811. This includes the six-year war and several disputes with Argentina and Brazil where they lost about 25 percent of their land. In 1993, a positive change was on the horizon as the first democratic elections were held in the country. In an effort to boost the devastated economy, the government passed the so-called Law No. 1016 and established the “Comisión Nacional de Juegos de Azar” (CONAJZAR) – The National Commission of Games of Chance. This regulatory body is in charge of all gambling activities and facilities in Paraguay.

Today, all forms of gambling are fully legal. However, casinos can only be operated in Alto Paraná, Asunción, Caaguazú, Cordillera, Itapúa, and San Pedro exclusively. In spite of all these efforts, the gambling industry failed to attract big investors and didn’t turn into the huge success that the government was hoping for.   

At this point, Paraguay has no laws pertaining to online gambling specifically. The situation is not that clear, however. Quite recently, the government cracked down on an illegal online gambling operation. In the course of this, 80 Taiwanese nationals were taken into custody. This was mostly due to the fact that they were operating from within the country without a sufficient license but there aren’t many details available on the topic. Right now, residents of Paraguay are free to play at foreign-based online casinos. 

Localized Online Casinos

Since there are no online casinos based in Paraguay itself, the only option is to resort to international gambling sites. As previously mentioned, this is tolerated by the government and players can take part in online gambling at foreign-based casinos without hesitation. Unfortunately, we are not aware of any Guaraní online casinos that are specifically designed for the local crowd. Dispute resolution – can I get help from a third party?


A gambling license is intended to protect players, and one of its main functions is to provide a mechanism for resolving disputes when they come up.
